    On April 15 (Beijing Time), Nokia officially announced to purchase the telecommunication equipment manufacturer Alcatel-Lucent with 15.6 billion Euros (amount to 16.6 billion dollars or so). Board of Directors of each trading company involved showed their support for this proposed deal, which was expected to be done in the first half of 2016 at the earliest.The two companies concluded Memorandum of Understanding, and hoped that this acquisition could display such collaboration effect that their production and operation activities would have higher efficiency and lower cost. The merged company will be headquartered in Finland, with France as the main research and development center.Besides announced acquisition of Alcatel-Lucent, Nokia also released that sale of its Here mapping business was under consideration. This decision was made out of strategic consideration. But it was uncertain at present that whether this deal would be done.”Media abroad claimed that, the purpose of Nokia’s acquisition of Alcatel-Lucent’s mobile network business was to replenish its core business in American and Chinese markets. Rajeev Suri, President & CEO of Nokia commented on this acquisition that, “The wise deal is done at right time with correct decision-making.”“After corporate merger, Nokia, Alcatel-Lucent Research Center and the Bell Labs will unite together to reach a higher level of innovation and research.” At the same time, Suri stated that, “We will combine both advantages and foster Nokia’s internalization in a more condensed and more efficient operation mode.”Michel Combes, CEO of Alcatel-Lucent, also stated that, this deal would fully make use of capital strength to achieve scale effect. “The acquisition at this time will surely stimulate the overall European technological industry. It is believed that, users will be benefited from merger of the two companies. With collaboration and cooperation between Research Centers, our competitiveness will be enhanced as the global scale expands.”Yesterday, the merger news was spread out from the two companies. But as expressed by Nokia, the two companies are in further negotiations on full merger business without any agreement between them so far, and there is still potential failure of merger. However, Alcatel-Lucent releases no comment.Now the news has been confirmed. It is still unclear that, what changes will be like in future industry arising from merger of the two companies.     In order to implement state's overall arrangement, accelerate construction of the fourth-generation mobile communications (4G) network in Shanghai, foster the development of relevant industries, and fully play the promotional role of 4G in Shanghai national economy and social development, the nine sectors (including Shanghai Municipal Commission of Economy and Informatization, Shanghai Municipal Development and Reform Commission, Shanghai Municipal Construction and Management Commission, Shanghai Environmental Protection Bureau, Shanghai Municipal Bureau of Planning and Land Resources, Shanghai Housing Security and Real Estate Management Bureau, Shanghai Municipal Transportation Commission, Shanghai Communications Administration, Shanghai Radio Administration Bureau) jointly issued The Implementation Opinions on Accelerating the Construction of Shanghai Fourth-Generation Mobile Communication Network (hereinafter referred to as The Implementation Opinions).The Implementation Opinions clarifies the goal of Shanghai 4G construction as follows: to fully complete the city-wide 4G network coverage in four years and continually keep the leading role in nation-wide information infrastructures. Specifically speaking, by the end of 2014, the coverage of 4G will be extended to Shanghai central urban areas and hot spot region of primary town centers, and synchronic advancement will be realized in the China (Shanghai) Free Trade Test Zone, International Tourism Resort, Hongqiao Business District, Sheshan National Tourism Resort, etc. By the end of 2015, continuous 4G network coverage in central urban areas and suburb town areas will be achieved, realizing scaled commercial use and more than 16 million 3G/LTE users. It is estimated that in 2017, 4G Network will be further optimized to cover the entire city, including the key business areas, main tourist attractions, metros, airports, railway stations, passenger terminals, university campus, industrial parks, etc. The penetration rate of 3G/LTE is over 75%, which indicates the coming of 4G era.The Implementation Opinions proposes to speed up 4G network construction of Shanghai in five aspects: I. Implement the layout and planning of base station sites, optimize the approval procedures of 4G base station construction, and strengthen resource-sharing for intensive co-construction. II. Support the research, development and industrialization of TD-LTE related self-innovating technology and products, as well as 4G services application. III. Strengthen supervision and inspection on illegal behaviors in base station settings, as well as detection on electromagnetic environment of base stations, and regularize charges collected by the base station.
